Metro Proposes Free Rides for Kids—and an 11.1% Fare Increase

Could Metro become free for your kids while your own fare goes up? That is the question in WMATA’s October 8, 2026 fare proposal. The universal youth concept covers DC, Maryland and Virginia residents ages 5–18 on Metro Rail and Metro Bus. It appears alongside an 11.1% fare increase.

Status as of October 9: proposed, not adopted. The committee packet identifies this as an information item. Do not change your travel budget or assume your child can ride free based on this proposal.

What would Northern Virginia pay?

WMATA’s estimates are additional jurisdictional spending, not a bill sent to each household:

Jurisdiction Estimated additional spending
Fairfax County $1.0–$1.2 million
Arlington County $1.0–$1.3 million
City of Alexandria $400,000–$600,000
Loudoun County $100,000–$200,000
City of Falls Church $50,000–$70,000
City of Fairfax About $10,000

The universal program is estimated at $7 million net, with roughly $3.5 million in additional Virginia investment. Restructuring K–12 agreements into the jurisdictional subsidy does not mean there is no additional cost.

What changes for adults—and for parking?

The proposed regular rail range is $2.50–$7.50. Rider parking tiers would be $3, $5 or $7; non-rider parking is a separate concept starting at $10 and reaching $15. Read the fare concepts.

That distinction matters when you see a parking headline. Someone leaving a car and boarding Metro is not necessarily in the same pricing category as someone using the lot without taking transit. Before comparing two stations, check which rate applies to your actual trip.

For a household with children, evaluate the package together: adult fares, possible youth savings, parking and the number of trips you actually take. A fare-free trip would not eliminate the time needed to get to the station or wait for a train.

Why July 2027 and FY2028 are not contradictory

WMATA’s budget calendar places FY2027 between July 1, 2026 and June 30, 2027. The following fiscal year therefore starts in July 2027, even though it is called FY2028.

The presentation points to a proposed budget in December 2026 and budget discussions, public hearings and adoption during February–April 2027. A later board action would authorize the winter hearing. July 2027 is the fiscal-year boundary, not a confirmed youth-program launch date. See the next-steps timeline.

A detail worth checking before sharing the headline

The appendix also presents a smaller, $2.3 million youth-program estimate, describing 580,000 additional children gaining reduced-fare access. Its wording differs from the universal free-fare proposal. It also describes Fairfax as lacking K–12 discounts while the following page lists a Fairfax student bus-pass program.

Those pages should not be blended into one settled eligibility promise. The final budget and program rules need to clarify the scope. Compare PDF pages 70–72.

What this means when you compare Northern Virginia neighborhoods

Transit access is useful only when it fits your ordinary week. When comparing a home near a station with one farther away, try the entire trip: front door, sidewalk, crossing, station entrance and destination. Repeat it at the time you would actually travel.

A family considering Ashburn or Reston might be thinking about a Silver Line trip. Someone comparing Alexandria homes may be weighing access to the Blue or Yellow Line. In either case, ask whether the station is genuinely convenient for the activities you do—not just whether “near Metro” appears in the listing.

Keep today’s costs in your budget until changes are adopted. This proposal does not establish that nearby home prices will rise, and it should not be the deciding reason to buy a condo or townhome.

Five questions families are asking

1. Can my teenager ride free now because of this proposal?

No. Follow the current fare rules and any existing program for which your child qualifies.

2. Would visiting children qualify?

The universal concept specifies residents of DC, Maryland or Virginia. Do not assume a visiting child would qualify; final enrollment rules remain important.

3. Is Fairfax County already committed to paying its estimate?

No. A cost estimate in this information packet is not an adopted county appropriation.

4. Does “free for kids” mean my whole family travels free?

No. The youth benefit is separate from adult fares and parking. Calculate your household’s complete trip cost.

5. Should I buy near Metro because of this proposal?

Choose based on your budget and the usefulness of the location today. Treat potential policy changes as something to monitor, not a guaranteed benefit.
